What would you actually change first?

Not the whole programme — the single first change, and what you expect it to do within two years. Please say how you would know if you were wrong.

Starting with the first change: I would fix the measurement before the policy. Half the disputes in this room are two people using different baselines.

Fair, but measurement is also where things go to die. Pick a change, measure while you do it.

The strongest version of the side I disagree with is that the delay is mostly administrative, not political. I still think that is wrong, but it is not a stupid claim.
